Abstract
In today's global economy, the emergence of the knowledge economy, rapid advances in digital technology, and intensifying innovation-based competition are further elevating the strategic importance of science to national development. In modern economic conditions, a country's competitiveness depends not only on natural resources or manufacturing output, but also directly on its capacity to generate scientific knowledge, develop new technologies, and effectively integrate them into the real sector of the economy. From this perspective, refining the science financing system and increasing the efficiency of allocated financial resources have become vital priorities of state economic policy.
